PRECARIOUS ASYLUM

Rome, April 27th 2016 – Although the Centres of Special Reception for Asylum Seekers (CAS) are defined as “temporary and extraordinary structures”, they represent, for some years now, the backbone of the reception system in Italy, since about three out of four migrants are presently hosted in these centres. This is certainly the most obvious abnormality: an approach designed to be temporary becomes the core of the system. Moreover, to manage the reception of migrants under the logic of emergency by stipulating provisional agreements with a multitude of different managing institutions is both anachronistic and inefficient. The choice of an emergency- based management implies a risk of lack of controls on contracts, public funding and, above all, lower acceptance standards.

This report is based on direct observation and information collected by Medici per i Diritti Umani (Doctors for Human Rights) during 14 months (October 2014 – December 2015). Data were collected from both refugees and internal personnel working at the 16 Special Reception Centres (CAS) in the Ragusa Province for the project “ON TO: Stopping the torture of refugees from Sub-Saharan countries along the migratory route to Northern Africa”. During these months, a team of Medici per i Diritti Umani (MEDU) provided medical and psychological assistance to migrants victims of torture and inhuman treatments, collecting their testimonies. The continuing presence in CAS allowed MEDU to check and identify critical issues, therefore to suggest recommendations for a more respectful reception model required to fulfil the complex needs of migrants, particularly the most vulnerable. Indeed, the report suggests to increase the number of projects that meet the needs of the most vulnerable asylum seekers, such as victims of torture and people with mental health problems like post-traumatic psychopathologies, representing a significant portion of all migrants hosted in Italy’s reception centres.

I Centri di Accoglienza Straordinaria e l’esperienza di Ragusa

Asilo Precario

Roma, 27 aprile 2016 – Pur essendo strutture per definizione “temporanee e straordinarie” i centri di accoglienza straordinaria (CAS) per richiedenti asilo sono ormai da alcuni anni l’elemento portante del sistema d’accoglienza in Italia dal momento che tre migranti su quattro vengono ospitati in questi centri. Si tratta di strutture eterogenee dislocate su tutto il territorio nazionale ed affidate in gestione ai soggetti più diversi, inclusi imprenditori privati, consorzi di vario genere e grandi ditte. E’ questa certamente la prima e più evidente anomalia: un approccio concepito per essere temporaneo che assume valenza portante di un sistema.

Il rapporto ASILO PRECARIO si basa sull’osservazione diretta e sulle informazioni raccolte da Medici per i Diritti Umani (MEDU) tra gli ospiti e gli operatori dei 16 centri di accoglienza straordinaria (CAS) per richiedenti asilo della provincia di Ragusa in 14 mesi di attività, da Ottobre 2014 a Dicembre 2015 nell’ambito del progetto “ON.TO: Stop alla tortura dei rifugiati lungo le rotte migratorie dai paesi sub-sahariani verso il Nord Africa”. In questi mesi, un team di MEDU ha fornito assistenza medica e psicologica ai migranti vittime di tortura e di trattamenti inumani e degradanti ed ha raccolto le loro testimonianze. La presenza continuativa nei centri ha permesso di verificare le condizioni di accoglienza e i servizi forniti all’interno delle varie strutture. Ciò ha permesso di individuare gravi criticità nel sistema CAS ma anche di formulare proposte e raccomandazioni per un modello di accoglienza più rispettoso delle complesse esigenze di tutti i migranti ed in particolare dei più vulnerabili. In questo senso emerge l’urgenza di potenziare progetti rivolti alle vittime di tortura e di trattamenti inumani e degradanti, che costituiscono oggi una percentuale considerevole del totale dei migranti ospiti dei centri di accoglienza sul territorio italiano.

MEDU ritiene assolutamente prioritario, da un lato superare la logica di un sistema d’accoglienza “capovolto”, in cui l’emergenziale diventa ordinario, dall’altro promuovere l’ampliamento strategico del sistema SPRAR, l’unico che si è dimostrato effettivamente in grado di garantire condizioni di vita dignitose e servizi di qualità, come anche di facilitare l’integrazione con il territorio.
